This means that I am stuck with a size twenty-five planet with high Habitability that will never, and can never, be developed to a significant degree! Indeed, I do not have, and cannot build, a Planetary Capital on the planet I conquered! In my current game, I invaded a Stone Age Primitive Civilization and found that the single "Crude Huts" building was not replaced after my conquest. However, after V2.2, all Capitals became impossible to build and there are circumstances where you are permanently dealing with a planet without a capital.
